With the advent ofNPDES Phase II in 2003, additional constructionprojects became regulated. Since the release ofthe first construction general permit in the early1990s, engineers, reviewers, and constructioncontractors have struggled to understand andcomply with EPA requirements. The EPA hascontinued to revise and develop the permitprogram by issuing subsequent regulations,permits, and guidance documents. Asenforcement of Clean Water Act violationsincrease at construction sites, those responsiblefor compliance need to understand what theymust do in order to avoid stiff penalties and tokeep neighboring streams and properties clean.A good way to avoid these costly penalties anddelays to a construction project is to prepare andimplement a complete Storm Water PollutionPrevention Plan (SWPPP).</div>
